The chap I bought my 110 from had steel brushed the surface rust and sealed the chassis with some form of protective black paint. Does anyone know what type of paint this might be as I'd like to perform the same treatment to the underside of the foot-wells before it's too late?

Hi, there are several possible ways to treat the area. The easiest is probably to use black "smooth" Hammerite. My choice would be to buy an etch primer and Land Rover chassis black, both are obtainable on Ebay. Note: this method of protection will not go over the top of underseal or Waxoyl.
 
Could also be POR15 or KBS Rustseal - both are a 3 part system using a degreaser, acid etch and 'very hard' top coat

For just the footwells, am sure Hammerite would be a cheaper and still effective solution
