I still wonder where you got your news from. It's strange when I had a newer vw caddy that was one of the millions of cars that needed a new program installed. And my car dealer was open and honest with me that i will loose 15 bhp and see a minor increase in fuel.
You are agreeing with @Turboman here. The cheating software would reduce power and therefore emissions when it was being tested. Improved economy goes hand in hand. The fix means that you would get reduced power, reduced emissions and increased economy all the time, not just when the car thought someone was checking up on it
