A press at a local garage should do it. However, the press needs to be big enough.

I don't remember the pressure figures for my RRC's panhard rod bushes, but the bushes in front radius arms took well over 40 metric tons of pressure before they came off. I took them into a local heavy truck garage.:p
 
If you drill out the ribber then the centre metal ring will drop out you can then get a hack saw and cut the outer ring out very easily.

I did mine like this the other day in about 30 mins including taking them off the car.

This is an adaptation of the Series LR steel-rubber-steel shackle bush removal process I see.:D
