Tested battery and reads 11.90 and 11.70 when turn ignition.

Not good enough, if it was a fully charged new battery I guess you have a problem with a drain on it. Put it on charge and check the voltage tomorrow ( without the charger on),if it starts then check the output from the alternator. All voltages have been listed on here before so do a search. If it is charging ok then I would start looking for a drain starting with the r/f receiver.:)
 
Well battery had 13.40 charge in it after charge have tried it on the car and nothing. Have another battery on charge now so will try that one later

So, 12.78 sounds OK, you now need to put the meter on it while someone turns the key and see what the voltage drops to.
The other battery is not fully charged yet if the reading was immediately after removing the charger, of it's duff.
 
Went to go to work last night and back to not starting. Car parked on for court so no masts around plus meters are the old type.

It's impossible to see all the possible RF sources, could even be a wireless security system.
 
My drive is about 10 miles. I do have a wireless security system will shut it down at the week end and leave it for a day then try again.
