What's the point of this rearview mirror yellow tint? Is it supposed to change from bright headlights or stay like that?

It's a reactive one that's gone fubar, I'd guess. The one in my Disco 1 did that.
Very expensive to replace.

Mine went in around 2007 and cost me £150 for a new one.

Plenty of manual & auto mirrors on eBay, but prices do vary.
