You'll be very lucky to get bottles exchanged now without buying a contract, the good old days of buying a bottle from a local engineering place have long gone. You can't even get a bottle of CO2 that way cos they're all on contract and have serial numbers.

If you have trouble renting big bottles, try a local fabrication buisness that you know well or similar and pay them to use their bottles, instead of renting from BOC etc
 
we hire a big nitrogen bottle from BOC, no checks or anything, just turn up at the agent, fill out the hire form and drive away with a cylinder, when it's empty, just take it back and exchange for a full one. we pay about £10/month

That's what I did for oxy acetylene, rental was high, refills were not bad.
