Sounds like the new viscous clutch is either the wrong part or is defective, normally the clutch comes as part of the fan. See if a tightly rolled newspaper thrust into the fan blades when the engine is hot stops the fan. You could always do my aircon fans mod to replace the viscous fan. It could also be the pressure capon the expansion tank or air in the system.

When it overheats the water comes out of the overflow pipe on the expansion tank and I've just noticed the top radiator hose is collapsed
When your driving and wind is going through the front of the car the temperature is normal
that sounds to me like you have an airlock somewhere

What year is it and does the thin pipe that goes to the expansion tank go down beneath the battery box or around the side of the battery following the wing. Mine had the pipe that dropped below the battery tray and was an ass to bleed. I replaced the pipe and directed it around the battery box and bingo no problems bleeding it

Yes, I agree, a collapsed pipe suggest a vacuum so air in the system.
Proper Jubilee clips are fine, the modern ones with punched out teeth are crap.
