So why dose the book say max 55psi and I got 70psi when cold. I thought the valve will bring it back down to 55 in till it's gets hot and sorts it self out.

I meant nothing wrong with 19PSI - often old vehicles are lucky to get 8-10PSI when idling and warm. Q is why relief valve isn't cutting in?
 
Just got round to looking at the oil fault and taken the oil Thermostat Off and it only got 1 washer in so put one more on and replaced the oil filter. Didn't look at the pressure valve cus I forgot it was in the pump but I looked at the old pump and it's just a piston with a spring so don't no how it can stick unless it been manufactured wrong but I would imagine they would test that sort of thing in the factory. I'm still getting 70psi at 3500 revs. Going to email the people who I got the pump from in a bit and see if they have any problems like this with this pump. If it's the first they have herd of it I will try kwakerman idea of change in the oil to 10w40
