You and me both, I removed mine straight away.
I guess they are there to ensure the light shines onto the whole surface of the number-plate rather than just along the top however my plate is perfectly illuminated without it. I have had an LED number-plate light for several years now but it was just the same with the old one.
 
There's a centre section that the bulb goes in. I think that bit is just to make it stand out from the body, so the light can illuminate the plate.
 
The plinth is simply to space the lamp unit away from the bodywork so the light will shine over the number plate and enable it to be read
 
binned mine, I guess its just there to pass the rules for the amount the plate needs to be lit
