Glideman - you don't need to strip them down and take them out to drill, I did mine in place (needed a long extension lead mind! ha!). Although you might want to strip them if you have green mould in the in the bottom which it looks like you have a bit of.
When you drill them (if you decide to do that method) then you might find you have to 'help' the water out by rubbing over the bottom hole with your finger, or sticking a paper clip/pin in as the surface tension in such a small hole stops water from just running out naturally sometimes. However this is only needed for the first time to get any excess water out. After that it shouldn't gather water in there again as it will just evaporate out small amounts.
