Stainless (M6) but also put a spacer in (3 or 4mm should do) so any crap can escape rather than get trapped.
 
If you can make your own under wing top brackets that's what I have done in the past and will be doing with the one I am restoring now ;)
 
I've just done mine. Try YRM Solutions they sell the mud shields and the fixings. The bracket to fix the top can either be riveted or glued. I used Gorilla epoxy glue. Very pleased with results. Trip from the other post on this is to use three quarters inch tap washers as spacer between the bulkhead and the mud shields to create an air space that reduces corrosion and can be cleaned out. The washer also gives a watertight seal to the bolts so no water entry into the footwells.

You can make the tap washer hole larger to fit the bolt by heating a bolt and using it to widen the hole, works easily.
