Paypal rules only allow for the item to be sent to the authorised address registered in Paypal to be covered by their terms and conditions.

From User Agreement

"A key eligibility requirement of the Seller Protection Programme is that, for tangible items, the seller must post the item to the address which appears on the transaction details page. If the item is delivered in person or if a seller posts the item to a different address (for example, if the buyer asks that you send to another address on the basis that it is a “work address” or a “gift” address) then you will not be eligible for re-imbursement under the terms of the programme."

Therefore it appears to be @stpaulinus in the wrong, not @Ianwallace

It's why whenever I accept Paypal for payment I DON'T allow people to collect the goods .. you have NO proof that they received goods that Paypal will accept, ie an online traceable tracking number from a known courier etc.

I understand PayPal terms and I'm not backing anyone up, I misunderstood that the package had been sent which I why I asked for clarification.

Of course both sellers and buyers both need to keep to payment rules so they have protection and LZ strongly advises they do so. Any deviation from that needs to be mutually agreed.
 
I would like my money back. and according to paypal you escalated it to dispute. Very clever indeed.
 
Accusation and counter accusation isn't going to get either of you anywhere and it doesn't do either of you or LZ service to try and make the other look bad.

Talk to each other amicably and sort it out or leave it to PayPal to decide.

Personally I have to wonder if the cost of delivery is worth a whole pile of grief.
 
All he has to do is refund me then matter closed. he can instruct paypal to do this. But he is't for some reason
