The splined bit is called the wiper arm adapter.
Is the adaptor coming off with the arm? Or the arm coming off but adapter stays on?
Adaptor is held on with a small bolt and is cheap to buy as are new arms.

shiny bolt on mine holds the adaptor to the D spindle.
Spring clip holds arm to adaptor.
New adaptor and arm, both cheap will fix it.
 
I was just driving home the other day and spotted a wiper and arm on the road,picked it up thinking that's lucky looks like a landy one.Handy to have a spare. Oh it's mine.:oops:
 
I would get some releasing fluid on the bolt holding the adaptor on whilst you are waiting for parts to arrive. They can seize in/round off and snap.
I retapped mine to M4 or M5 so I could replace the unf(?) Standard bolt with a stainless steel one shown in my pic above.
 
Not having anything else to hand and knowing I had a, long drive in the rain the next day, I put some Metal filler in and pushed it back on. . Ten years later it's still there..
