Funny enough I did wonder that about the weld , seeing these tack welds makes me believe of them just putting a narrower sill plate on

It always looks worse when you start a job like that Gary, but as the old rusty metal is cut away and new metal is let in, it's a great feeling.

Hi mate, sorry to see/ hear about the metal worm problems . I can't believe for vehicles that aren't cheap to buy new LR, knowing what these type of use vehicles will potentially be used for, they couldn't go a bit further with rust prevention D1's body/D2's chassis/ D3&4's with what you're suffering.
