defenders dun't have rear bumpers. they have a rear crossmember. & the holes (if we're thinking about the same thing) are for the Jack to fit into.
 
No youre thinking of something else, what I Am on about the bumperettes have got 2 engineered, holes on the inner side of both, sorry cant take a picture camera knacked.

Some of them had external large aerials that mounted in the bumperettes, I don't know if it's anything to do with that?
 
I thought it might be some kind brackets for the baskets that hang off the back of them,normally seems to be the combat ones in afgan
 
Apparently it's for an A frame towing bar, quite a rare bit of kit apparently according to EMLRA people
