What year is your D2? Got diff lock?
I’m grabbing at straws here but get a 10mm spanner, crawl underneath and check if diff lock is fully disengaged and not in neutral (middle) position.

The diff lock has no neutral it is locked or unlocked cant lose the drive
 
Either the OP fixed his problem or he is stuck under his Disco messing about with the diff lock.
 
I had a problem like that, the pin at the bottom of the Hi-Low, seared, the levere move from Hi to Low but did nothing as it was not attched to the box, we had to free up the selector rod, then a new pin sorted the problem out

The problem is it feels like it is in low ratio when on drive.

Have checked transfer case hi/lo and pulled it all the way forward (hi lo linkage is missing). Is it all the way forward for hi?

It seems to click in and out without difficulty, but still feels like lo.

I can feel all 4 gears engaging, kickdown is a bit slow, but tops out 30mph. Also has fierce engine braking!

Diff lock working ok.

Wondering if the problem is internal to TC.

Forward is Lo on mine (D2)... Sounds like you need to ... fit the linkage and... start your own thread... (?)

You should push the hi-low rod against the other side and if it behaves the same you know
Right. Much wailing and gnashing of teeth later.

The hi-lo selector on the TC is all the way to the rear, and wont budge.

If it is all the way to rear does that mean it is stuck in Lo?

If stuck - is a modicum of persuasion in order?
 
I dont know the selector's position on the box, quite common to be stuck, get some leverage and use brute force eventually lift both axles on stands, let it idle in drive as to have some motion in the box and try then while it's slight movement in it... or fit the proper linkage and try while moving slowly, that's what worked for many
 
Will be trying some brute force then breaking out axle stands. Linkage on the side of the box is solid and just wont move Thanks! Will report back.
 
Decided to remove the housing with the linkage attached - its free.

Looks like its the shaft inside the TC that is frozen.

Will fire some WD40 in and then try to manhandle to free it up.⅔

Hi/Lo shaft (the keyed shaft where the shift lever fits in) inside the transfer case is just jammed solid (see pic).

I have taken off the seat box to get access, next move I am guessing is to take the gearbox tunnel off.

Have soaked in WD40 but it wont budge. Have put a bit of grease on.

Its jammed all the way forward (appears to be stuck in low range).

Thinking of jacking up all 4 wheels to release any tension ( gearbox already in N and diff unlocked) and see if I can get any movement at all.

I can obviously.see the shaft in the TC but it is solid and wont move forward or back.

Worst case is take the TC out?

If that's the same shaft that I had to free off, I managed to get a spanner on the flat part that goes to the arm that points down.
I was able to fode it with release fluid and slowly got it freed off.
It was under the plate that the high-low lever goes into.
