An L322 is a March 2001 on car so will be an M. It will be taxed as a PC or DC (petrol or diesel) according to its emissions. Very rarely do you find a newer car has not had its emissions figure captured and therefore remain a plg like those up to March 2001.
It gives an answer but not always the right one.
* Band K includes cars that have a CO2 figure over 225g/km but were registered before 23 March 2006
just taxed my 94 disco 2.5 tdi £190 for yearBand K is no longer used I beleive. The only way you can avoid the expensive A-M banding is to have a car dbefore 2001 (dont know exact date)
I was under the impression that the only reason government held this rule was because of the recession.

You cant be hit by an uninsured driver, as if the car has fuel its "insured"
You effectively pay as you drive. People who do high miles might not like it so much. People who do next to no miles would love it.
You wouldnt have to tax two or three vehicles when you only drive one (I have 2 cars and a motorbike, all taxed, even though I can only use one at any time - hardly fair)

I reckon the insurance would only be minimum 3rd party, you could then pay a top up to your required level which would still be dependant on your driving record.
