everything comes on, but car won't turn over. was able to jump once
yesterday, but not again. some wires that were connected to the positive
cable corroded and broke, re attached but still no start.

First, fix the cables. Until you do that, everything else will be a
waste of time. Pull all the cables at your battery and clean them to
shiny metal. You will probably also want to clean with a bit of weak
baking soda solution.

Put a set of protective felts on on the posts and attach the cables
tightly. If there is any corrosion at the body ground, remove the
cables, clean to shiny metal, then reattach and paint over for protection.

Your battery may need to be charged, or it may be failed. If you get
much leakage of liquid from it, it is defective or your alternater is
overcharging and may have toasted the battery.

If you don't have a voltmeter, borrow one, but you can get a great
little digital voltmeter from any Radio Shack sufficient to check a
battery.

With nothing connected, the battery should be 12 volts, depending on
temperature it could be down to about 10.

If the battery is 12 volts, connect the terminals and measure again, it
should still be at 12 volts. If the battery is warm and fully charged,
make that 12.5 volts or more.

Turn on your lights for 10 minutes, then turn them off and measure the
battery again. If the voltage has dropped more than 1 or 2 tenths of a
volt, the battery is only taking a surface charge and should be
replaced.

Post again with a bit more detail on what you mean by no start.

Do you get a loud click and then the engine does not turn? If so, your
battery needs to be charged or replaced [after you clean all terminals].

If you get no click, the cable from the positive to your solenoid could
be bad. With a digital voltmeter, put one end on the battery and the
other at the post on the starter solenoid. You should not have more
than 0.02 volts when you turn the key to start. If there is more than
0.02 volts along that cable, replace it.



 
If one end of the 4 battery cable ends was that rotted, then I would
first take all the battery cables off and do a proper clean. Jeeps have
a tendency to rot the 'other' end of the battery cables too, especially
the grounds...

Once I had done that, I would then try a boost or better a real battery
charge. The dirty cables also won't allow the alternator to charge the
battery up.
