Can anyone tell me if these are top hat liners in one of my v8 gems blocks, from a 1998 p38 ?

nearly,top hat liners because of the step means the top part of block to liner is sealed so coolant cant seep up between liner and block likewise gasses cant seep down to the crack and pressurise the cooling system, standard liners were originally fitted down to a step so shouldnt move but are not sealed at the top, the bottom doesnt matter as it doesnt suffer the extreme temps the top doesWould I be correct in saying that THL is something of a damage limitation exercise ie it doesn't prevent the original flaw occurring (cracked cylinder block) but simply prevents the liner from moving after the damage has occurred ?
I would love to do it myself but my milling machine has a tolerance of +/- 4 inches to a foot.. roughly.
