Yes. If in any doubt about the history of the system, I would be looking to clean out everything, starting with the tank, and including the fuel lines and filters.Weird things can go wrong with them, like anyhting else thet gets old.
I had one where it would not inject any fuel on one cylinder until the engine was hot.
History has a lot to do with it, crap fuel/dirty fuel/veg oil/fuel bug oil etc.
Our boat has VE pumps, last owner got fuel bug which shut one engine down out to sea near Felixstowe (he had just bought the boat!) the bug was so thick it broke a bracket in the pump itself, new inj pump and 4 injectors needed, pump alone was over 1.5k.
