My Defender has LED indicators (and headlights) which were fitted before I owned it.

The warning light doesn’t illuminate or flash when the indicators are on, regardless of whether the lights are on.

I’ve changed the bulb in the warning light for one I know works and no change.

Any advice on how to diagnose?
 
Plug those green wires in and see what happens. You may find that the indicators stop working if you do. Let us know the outcome!
 
Having just gone through quite a bit of detective work with our own Defender and indicator woes - one of the issues with LED indicators with models that have the single indicator warning light on the dash is that this causes a malfunction of the indicators. To get around it you can remove/disconnect the warning light and then the problem is circumvented.
It's got something to do with the opposite indicator circuit acting as the earth, but with LEDs the load isn't high enough for it to work.
Perhaps your previous owner disconnected it.
