Yep, third world eastern block country here mate;) big ones every year little 1 every 2. They also require their own road tax and insurance, and all have their own reg.

Thought it was similar in Franceland too?

Could well be, they certainly have to have their own number plate. dunno about the rest. I do know it is more or less impossible to import a Brit caravan over here.
 
Not a bad thing. Look at how many caravans etc spend 11 months of the year rotting then get pulled along the A55 (other routes are available) for the annual 2 week holiday.
Do the brakes work? Probably not! Wheel bearings.. they existed at some point!
As soon as I bought my Foff big box trailer I got it serviced and then did the same myself every year. But even in France one sees caravans that look as if they are on their last legs trundling down the outside lane at speeds they shouldn't so yes, do agree. Some real antiques with roofs in "fungus green".
