If it's a Freelander 1 pull it up. It's one of those things where you pull it and need to put a fair bit of effort in, then it suddenly releases quickly so be careful. To change the boot you will probably need to remove the cubby box which allows you to move the plastic around the gear level, to get to the other side to release the boot. To do this you may need to release the screws allowing the heater/blower control panel behind the switches, to come oft.
