No UK PCN can be enforced abroad as there is no legal framework to establish any debt. Letters from debt collectors have no legal meaning & can be ignored.

An ex-colleague of mine gave a name and address in Zimbabwe for a speeding fine. 6 months later it came back to him for more details saying they couldn't find the (imaginary) person so he said he'd talk to him if they told him the minimum amount to pay he would get it off him. He then just paid the fine which was a bonus as he would have lost his license if it had "been him". That was 15 years ago when Mugabe was in charge so even then there was some sort of international arrangement.
 
International lorry’s going through the Dartford crossing never paid for years it would cost more money to chase them up I was told so I’ve they didn’t register they got away with it
 
Got my coc sent through by email today just got to wait for the docs to arrive and register wit transport London

I got mine via email then a couple of days later it arrived in the post as well its TFL I'm waiting on they have had my filled in forms and coc for ages....Still waiting on TFL

Good question! The Data Protection Act is stuffed full of holes, especially for law enforcement which I suspect is the get-out being used here. However, Britain is now outside the EU so as far as I am aware, no data should be exchanged between the 2 unless a specific agreement has been signed - unless they did some blanket deal which makes you wonder why NI is so difficult for them.

Euro Parking Collection (EPC) is a debt collection agency who are sending out letters that purport to be Penalty Charge Notices (PCNs) but are no such thing they are just letters. There are no legal cases going on at this moment because these fake PCNs have no basis in law.

PCNs are a penalty (the clue is in the name) so are not civil debts that might be able to be enforced in an overseas court (albeit potentially at a large & uneconomic cost). For PCNs to be enforced in the UK a particular sequence of steps must be undertaken with particular timescales & scope for appeals etc. If you just ignore a PCN eventually the enforcing authority eg TfL, council or Dart Charge etc needs to issue an Order for Recovery for which it is necessary to register the debt with the Traffic Enforcement Centre (TEC) at the Northampton County Court. The TEC does not permit the debt to be registered for a foreign resident as they are outside the juridstiction of UK courts.

I think you missed the point. EPC have overseas drivers details that maybe they should not have and are pursuing ULEZ infringements here in France. Many people will cough up in ignorance.

That already happens a lot. And people are trained to obey (what appears to be) authority. Plus most people do not like confrontation. I'll bet most pay so it will be worth it.

The sale of debt itself is morally questionable. If I lend you a fiver then I take the risk you won't pay me back. That is my decision. But to sell it on passes the risk and when hidden in bundles makes assessment of risk tricky and when called out can have catastrophic consequences - like the financial crises of 2008 when all the BS was called out. Aruguably if people cannot pay you take the hit at source and learn to be more careful who you lend to.
 
There's lots of posts on MSE forums about this company. Apparently they are doing the same to peeps that have used toll road all over Europe. One guy had receipts for tolls paid in Portugal, and still got an EPC letter with a picture of his car number plate !!

EPC are sending out letters on behalf of TfL. There is no sale of debt.

From an FoI request I saw about 13% of TfL PCNs sent to overseas residents get paid.
 
Well tfl knocked back my L322 4.4 dispite having a form of conformity from JL.

Go figure tfl did suggest I consider walking or getting a bus :rolleyes:
