I've got a 2000 4.0 P38 and live about 1 mile withing the new ULEZ boundary 2023.
I really don't want to sell this car but I also can't justify £12.50+ every time I drive it.

I've read that a few cars built after the year 2000 just happen to be Euro 4 compliant.
My P38 would have been Euro 2 or 3. Not sure which, but I thought it would be worth checking what the factory emissions data is just in case it's magically Euro 4 compliant. Unlikely but may as well try and find out.

I believe ULEZ only cares about NOx.
Being fairly low compression compared to modern engines, NOx should be naturally low.
The euro 4 requirements are:

CO – 1.0 g/km
HC – 0.10 g/km
NOx – 0.08
PM – no limit

Anybody know how I can fine the P38 2000 4.0 emission details?

There is a site you can use.

I know my 2001 4.6 isn't ULEZ compliant so i don't think yours will be either.

Based on the TFL checker it's not compliant but this is only checking what euro standard it met when it was made, not based on actual emission data that Land Rover must have gathered.

Even if the car is converted for LPG & has MOT emissions below the limits, TFL will not accept it unless the car actually goes through the Euro Lab test.

Khan is money grabbing, and has ignored all the evidence that ULEZ does not reduce pollution, especially where "business" drivers simply pay the charge & pass on the cost to customers.

It isn't and can't be accepted its a euro 3 engine

I think you have this wrong.
There are plenty of cars which were EURO 3 compliant that just happen to have NOx levels that also comply with EURO4.
See this article which lists such examples (no P38 however):
https://www.evo.co.uk/advice/202338...u-need-to-know-about-ultra-low-emission-zones

If you can get the NOx information from the manufacturer and submit it to TFL you can get your car re-classified as far as ULEZ is concerned.
The P38 is a bit of a long shot being a 60 year old block, but the Bosh equipment on it I assume was cutting edge at the time. It's it's lazy. This is good for NOx.

Hopefully some one will manage it, however my previous enquiries to landrover regarding my P38 emissions data didn't go well.

I've emailed their complaints department to ask for the figures. It was the only email address I could find. We'll see if I get a response.

Theres a company in oxfordshire think its ,kingsley cars ,,they At the moment they make classic rr ulez complaint, still a v8 :D,,ONE day it might be p38s wee live in hope ..

'green' has only ever been about money and politics

Makes no difference.

Actual emissions of a particular vehicle are irrelevant. Which is why re-engined vehicles do not qualify.

If the TfL checker says you are good to go, you are.
If the TfL checker says you aren't good to go, you will have to pay £12.50 on each day that your vehicle passes a ULEZ camera.

Worth giving the checker a try, I think some data has been wrongly entered. For example, my daughters 2014 Diesel Golf, which shouldn't be compliant, comes up good on the checker. She has entered the ULEZ, and not been charged.

Plenty of RR Classics are compliant. Because they are more than 40 years old, and Historic Registered.

And RRs made recently will also be compliant, because they are Euro 4 for petrol, or Euro 6 for diesel.

P38s will become compliant after their 40th Birthday, and once Historic Registered.

Yep thats right but i forgot to mention that company want £125,000 ,to make a classic like new and ulez frendly.....:D:D

Would still be interesting to know what they do to the engine & exhaust ? I suspect most of the £125000 is for the complete strip, de-rust, paint & build work.

They don't need to do anything. Although they probably rebuild the engine as part of the £125,000 restoration.

Historic Vehicles, registered as such, are exempt.

I have an important update.
I received the Certificate of Conformity from Land Rover today for my 2000 4.0 P38.
According to the CoC the emission values are:

CO: 0.698 g/km
NOx: 0.051 g/km
HC: 0.131 g/km
HC + NOx: 0.182 g/km

Apparently Euro 4 has the following requirements:
CO: 1.0g/km (pass)
THC: 0.10g/km (fail, although not sure if it can be compared with HC or not/)
NOx: 0.08g/km (pass)

So it appears to not be Euro 4 compliant as it fails for HCs.

However, and this is important. ULEZ only care about NOx. Nothing else.

The ULEZ standards are: https://tfl.gov.uk/modes/driving/ultra-low-emission-zone/ways-to-meet-the-standard
  • Euro 3 for motorcycles, mopeds, motorised tricycles and quadricycles (L category)
  • Euro 4 (NOx) for petrol cars, vans, minibuses and other specialist vehicles
  • Euro 6 (NOx and PM) for diesel cars, vans and minibuses and other specialist vehicles
So, my old V8 appears to be ULEZ compliant after all.
I've just sent of my V5 ad CoC to TFL.
They said they need a signed letter form the manufacturer, but I will try my luck with their email for now.
I'll let you know how it works out.

ULEZ is mad, win the lotto and buy a W12 Bentley Bentaga that does 8mpg in traffic and you can swan about in the ULEX zone to your hearts content day in day out but I'm not allowed a single trip in my old P38. Low emissions zones should require a tracker and be based on mileage and emissions.

I thought Euro 4, 5 & 6 required the vehicle to be Type Approved in order to be ok for ULEZ.

That said, hope you are successful. . . . . it could open the door to others with older cars that still meet the standard.
