well i had the hand brake on, now that you mention it, but only to the first click.In summary,
You shouldn't have to hold your difflock in place, it should stay in place just as if you've selected another gear. If you are having to hold it in place there is definitely something wrong with it which you need to have fixed free of charge by the garage that sold it to you.
I don't and never will understand how the TD5 works, but the difflock principle is just the same. You shouldn't be able to rotate your raised wheel if the difflock is engaged, because the difflock ensures that each of your wheels rotates at the same speed. Because none of the other 3 wheels are rotating, the raised wheel will nor rotate. You will however be able to turn it a fraction, as bodgit suggested, simply because of slack in the drive train. I think that you need to make sure that you don't have your hand brake on (is that right?), whilst in Neutral. Putting the handbrake on will prevent the wheels moving altogether which wont show anything!
On the other hand, if you engage the difflock and you can not turn the wheel, it is in fact working as it should, but there may be a problem with the gear that holds the difflock lever in place if you see what I mean.

Take it offroad and get your tyres nice and muddy...tie a rope to the rear tow point and other end to a good sized tree... stick yer diflock on and slowly drive forward to tension the rope till u stop and your wheels start to spin... keep em spinning steadily while a friend quickly tells you whats happening... make sure its on a slippery surface.... its brutal but simple! Go knock that MoFo out anyway then u wont have to go do it when it starts making a mess on your drivewayHow can i tell if my diff lock is working apart from the light on the dash

you say it should be like selecting a gear. when i move it to locked there is no like positive clunk or real felling that it is locked, as you do when selecting high or low range.
you know what i mean?
I just did that at the weekend and the tree came out. Luckily I wanted it to.
