Although I have not done it myself I have see it done with standard tail lights and indicators so everything is the same and it matches the lower lights.

Indicators may cause issues with the trailer warning light unless you converted to LEDs. But nothing to stop you putting an extra pair of standard stop/tail lights up there. Would be a good substitute for a third brake light in the back window.
They come under optional lamps as far as the road vehicle lighting regs are concerned. I might be wrong but for stop and tail lamps I don't think there's any restriction on height.Except maybe vehicle build regs? You might get away with marker lights up there, but stop and tail?
