Were you ever in possession of the vehicle? Have it registered in your name? Were you confidence tricked, victim of embezzlement or fraud?
 
Long shot - but if you paid with a credit card, can you get your money back from the credit card company?

Have you searched for their number to find if they have a new trading address?
 
Can you also put up the vin number or at least check online if it has insurance and road tax?

If yer have proof of ownership from buying it can you ask the DVLA for current owner details or go and talk to them to see if they can help in anyway?
 
Seems to me you paid for a vehicle but the seller went bankrupt before it was delivered. If so you probably never owned it and it was not stolen from you. The bankrupt's creditors have first call on any assets of value. You as a customer is bottom of the list of creditors. This is probably why the police are telling you it is a civil matter. Suggest you speak to a solicitor to find out your legal position.
 
Check the traders name and company name on Companies House to find their current status of still running, dissolved etc
