Only hits 14psi on boost

Have replaced for new
Tank sender unit
Low pressure pump
Filter
High pressure pump And solenoid recon one
Egr delete
Manifold cleaned new seals
Crank case breather mod
Vacuum lines
Some fuel lines
Cam sensor
Crank sensor
Injectors out stripped cleaned and new seals
Boost solenoid valve
Manifold pressure sensor
Alternator
Turbo actuator is free
New Boost pipes

Still no joys literally a new engine bay wires r all ok cheeked with Scope meter
Will fire by bump starting when hot making me think is the starter not quite spinning fast enough to fire also waiting on doing a leak off test
When running smooth as quiet no smoke out the exhaust pulls well if ur gentle on the throttle happily gets up to a ton on a road in Mexico and it's great on fuel literally don't know were to go now

You don't say what year it is, but pre 2003 cars had 2 LP fuel pumps.
Also you don't say what the boost pressure is at idle. I'd expect to see 14 PSI of boost net, but about 25 PSI absolute. The readings displayed will often depend on the device used to get those readings.

Mines a 02 reg ive changed the lp pump n filter by the fuse box and also the tank sender unit as well as the high pressure pump is there another pump that I have missed ?
The 14psi of boost is giving it full chatt throttle etc

There are 2 LP pumps, so it sounds like you've done both.
I understand that pressure is at full power, but what is it at idle? If it's showing 0 PSI at idle, then 14 PSI at full power is correct.
