OK, so give us a clue ... where does it fit, and are there left and riht handed ones?

if you see the 1 and 2 it joins it goes under also need the drivers side also seat belt bolts in to it top of rear tub at back of seats

Hard to tell WTF that is... I think it's a reinforcement bit.

90% sure you are after:
Right hand side: MWC1820, superseeded by BDT710060
Left hand side: MWC1821, superseeded by BDT710070

Part 12 here: Defender 1987-2006 / ????? ? ????? / Body / Cab Base Assembly

hi jackmac the top rail round the tub it joins the side to the bit at back of the seat its a small bar and the seat belt screws in to it

Ignore those numbers, wrong bluddy vehicle! Can't find the part you are after

I get where you are saying it goes, but can't find it on the capping parts pages. And I can't find anything that looks the right shape on the seatbelt mounting pages
