I would say it's the switch as the rest of the speeds work. If it was the motor it wouldnt work at all.
The contacts get dirty and wear with age causing a bad or no connection. I had this with my Hippo, replaced the switch and everything is ok now.

There's also a resistor pack according to the electrical manual, speeds 1, 2 and 3 go through resisters to give a slower speed while speed 4 switches a relay to apply full voltage to the blower motor. I'd suspect the resister pack. Check Rave on how to remove it and check with a multimeter for a resister open circuit. New resister pack is about £20 from stealers.

With my wife's hippo it was the resistor pack. Had it replaced and now it's working fine

Resistance is measured in Ohm's. What you need to do is remove the suspected faulty resistor and read the colour codes to determine the value.
Compare them to the chart on the links below to get your value.

A resistor slows down the current being passed to a device in the circuit. In this case a heater motor. Make sure you get the correct one or you could end up in the same position. I dont mind helping if you need it.
As has been sugested you can go to people like Maplin or Farnell whos technical teams should be able to help point you in the right direction if you give them the details. It sounds complicated but once you have the right one its really very simple. Just a case of soldering the new one in and your done.

Not going to be any colour codes on these ones, they're wire wound and I very much doubt they're marked at all, plus as it's most probably gone open circuit you won't be able to check the value by measuring it. £20 from Stealer is I think the best option, though I did see a listing on Ebay for a set of resisters, search for Freelander blower, £3.75 inc postage. Not my lsiting, I hasten to add!

If your techical repair skills are struggling Neale then Alan C is right. It may cost a bit more but at least you know the job is done.
One point though, my fan works on all speeds but No.1 setting couldn't blow the skin of a rice pudding. I use No.2 normally, No.3 if the heating / cooling needs to get a grip and No. 4 in emergencys (Can't see a flippin thing). Is No.1 revival really worth it?
