I need to improve my heater fan as its very poor, has anyone completed am upgrade or tried running the Fan on 24 Volts ?

To be honest the standard heater is perfectly good if everything is as it should be and all the cables are correctly adjusted. That's a big if though. I would make sure everything is 100% before looking at upgrades, of which there aren't many.
The best upgrade you can make to the heater is get a V8 ;)

"Have read somewhere people fit a bildge fan inline to the air intake to the fan."

As already stated, standard set-up is more than adequate if it is working correctly so spend a few minutes checking it through before making the system more complicated for what might be negligible results.
My 90 soft-top has been my daily driver for 16-years and the heating system is completely standard but I have yet to find the cab a chilly place to be on even the coldest of days. All I did was make sure that it was all set-up correctly (I think they leave the factory with the heater cables out of adjustment) and there are no draughts. Simples. ;)

The heater fan on my TD5 is fairly powerful, but the one on my 300tdi although it looked the same did not push through anything like as much air.
