Gazza, Good move getting the bum heaters working before the weather cuts in.
There are separate heating elements in the seat base and back that are connected in series via one of the white connectors under the seat. You may be measuring the voltage on the connection between the two that will be approximately 6v?
There's a number of threads on here about heated seats and on RRnet Heated Seat Repair Operations
It's worthwhile doing the thermostatic switch upgrade if you need to dig into the elements.

Hi, the odd thing is that the seat base and back both have continuity but while the base feels hot without the leather on the back doesn't feel warm at all with the leather on. I'll have to bridge the base supply and see if the back works then to see if its a thermostat problem. Gaz.

Mmmmm? A break is quite distinct so you'll either have continuity or a definite open circuit. Are you sure it's not working. It doesn't get scorchingly hot and you may only tell on a cold morning - that's where the upgraded temperature switch helps. If you've got a good live on the supply and continuity, the earth should be OK, and it should work. I'd suggest doing the switch modification and see what its like on a frosty morning?
Hi, so today I bridged the base supply connector so that the back heated up independent of any regulation and after a while it got hot, so I reckon your probably right in that the original thermostat is just not good enough, do you have any idea on where you can get the uprated ones? This is where I got mine from. 5 pcs Temperature Controlled Switch Thermostat 45C(N.C) | eBay
Get 45 degree NORMALLY CLOSED - NC switches.
If you've got the seat base stripped, even if the element isn't broken, I would suggest you splice in a substantial bridging wire where it traverses the crease, both sides. If not they will break and you'll have to take it to bits again. This was the post about it
