We have a Freelander 2 which came with stock cloth seats. We purchased some heated leather seats which have been fitted and electric seat adjustment wires in.

Recently purchased the correct dash panel but when plugging in, there are no lights switching on at all on it like there is no power. When the old one is disconnected the lights on the clocks also turn off.

Has anyone done this that could give some pointers?

If anyone you know has a OBD11 reader they should be able to change it, I have a Gap OBD11 tool BT2 does everything but expensive, a great addition to the tool box. I have read on here that a dealers would charge around £50 for plugging in a OBD11 but as it is a 1600kilometer round trip to the nearest dealer for me the Gap paid for itself. As a matter of interest where did you get the leather seats from, I have cloth seats as well, would love to change them for leather.
 
I have plenty OBD readers but they are literally just readers. No options to edit settings or anything like that.

We picked them up from a guy on eBay I’m sure. Mint condition too, just had to rewire them for the electric adjustment as we never had any computer to programme in so wired them from scratch pretty much.
 
A standard OBD2 reader can't alter the Car Configuration Files (CCFs). You'll need to visit an LR dealer for the changes, but be warned, LR don't like altering the as built software, so may simply refuse to do it. The other route is to buy a Gap Diagnostics IID BT diagnostic tool and do any software modification you like, including adding the seat heaters, at home on your smartphone or a tablet. ;)
