P38 2.5 rangerover 1999 headlights staying on when engine running also no windows work or door locks any advice please

Any messages on the dash?

Also might be worth sniffing round the fusebox.
 
Lights are switched on by the BeCM on inputs from the controls and/or BeCM settings (one of which is dipped beam headlights as DRL) as @kermit_rr says.
If you DIDN'T set this setting then it either thinks the rotary switch is calling for headlights or the BeCM settings are on the wobble due to "low-volts"?
What's the battery voltage like when:
1. The car is cold.
2. The car is running with everything on and engine at 2,000RPM.
 
Hi yes I'm beginning to wonder if its the battery as I charged it up and then started car ,locks worked, lights stayed off for a few seconds then started to go on and off im wondering if voltage of battery is poor
 
Measure battery voltage with the engine running, no accessories turned on and again with everything turned on. Both values should be between 13 and 15 volts.
 
I can't recommend disconnecting the battery while the engine is running, you risk all sorts of damage.
