The fault has been there for ages, now got new pump and still bad.

Below 13 or so gallons used, it is very difficult to start, need to crank, and keep cranking when almost firing until it fires.

Very similar effect to a high pressure pump failure, except it can rev.

Any ideas what it is please?
 
Try with the fuel cap removed see what happens then, also i've seen this symptom when the loop on the vent hose(shown with red arrow) was choked, i can't explain why but once released the problem was solved so check that too.
