The handbrake on my series 3 doesn't work anywhere near well enough.

The shoes are binding on the first click, and feel like they are applying the pressure, but just don't seem to have enough friction.

It has new shoes, a new spreader, has been adjusted correctly (unless there is something I am missing), and is not contaminated from the output shaft oil seal.

The only thing left really is the drum? Tried wire brushing it to no avail, could the drum feasibly be the problem?

Yes, or ridged if the shoes have been left in an improper condition at all ... :(
 
It hasn't got a ridge around it, as for being warped, when you adjust it to the point of just biting it seems to have the same resistance all around the revolution of the drum
 
Did you adjust the drum adjuster with the handbrake lever fully off? You should turn the adjuster until the drum locks then back off one or two clicks then adjust the brake lever rod so that the brake starts to come on on the second click of the handbrake lever.
