The handbrake shoes operate on a drum inside the rear disc and so work separately from the service brake pads, they don't need bedding in as they don't operate when the car is moving , it is more likely that the cable operated cam lever between the shoes is seized on one side or a cable both of which should have been checked if the shoes were replaced .
