Maybe the oil pump bypass valve spring is broken or weak or the valve is stuck open?
As said you really need to measure the actual pressure with a decent gauge before trying to second guess the cause.
The ticking relay is a strange one though. Does your motor have an oil pressure protection circuit so that it won't fire up until the oil pressure comes up when cranking?

Not that I'm aware. It's a 1989 90 originally a 19j I think it's an earth fault or something daft that's making a random relay click just makes the problem 10x annoying
