If you absolutely want to pre fill a new filter plug the center hole with a clean nitrile gloved fingertip and slowly fill the filter from the outer ring of holes. That way the fuel will be filtered and no debris can end up in the system.

Not as important with these older low pressure systems but extremely important on newer extreme high pressure common rail systems where it normally is forbidden to prefill the filters.

Nevertheless a good practice.
