Is it possible that with just the screws in, the drum is not sitting right down (ie canted at an angle)? They only hold the drum on, not pull it into position. The five wheel nuts would be guaranteed to pull the drum straight. As said above, once the wheel is on, the drum is not going anywhere.
 
I haven't got a series drum to look at, but could the screws be too long and touching something they shouldn't? Don't think so as I remember them being further out that that.

All was fine with the old shoes on, same screws on same sides as well!
I did a search on here and someone had same problem with the width of the shoes been the problem
 
No one has put 109 brakes on your 88 have they. It's a fairly simple way to get better braking.

You don't need the screws. The wheels clamp the drum on so it's perfectly fine to drive like that.
