hi does anyone know what is making a noise on freelander td4 it’s a pipe under neither that comes out from under the battery box, it sounds like a night heater off a wagon

Does your car have a FBH ? it could be that

It's the FBH. It's normal for it make a noise, if the outside temperature is below 5°C.

It must be that then it must be faulty, could this make it over fuel?

No its function is to warm the water jacket around the engine not to provide fuel to the engine
