Is it better to buy a second hand OR new-dubious-sh!te-chicom-quality clockspring? My horn button has stopped working. They both cost more or less the same price.

The FL1 clock spring hasn't been available from LR for a number of years now. I've no idea as to the quality of an aftermarket version.

It is however possible to simply swap the tracks in your current clock spring, simply be moving the horn connection to the cruise control tracks, unless of course you have CC fitted.

Using the CC lines is my fallback position. I might just do that anyway.

I have had to replace the clockspring on my daughters old honda jaza 3 times. I bought scrappy items each time but they only seemed to be available in places like Lithuania for some.reason. Each one lasted a couple of years. The trouble with buying scrapyard parts is that you rarely know the mileage of the vehicle the part came from and seeing as how lots of parts seem to fail at around the same mileage, give or take a few thou, if your replacement part came from a vehicle with similar or higher mileage, it wont last long.
