I had my 110 MOT'd last week and they noticed the passenger footwell panel above the outrigger has corroded through.

I wasn't aware that they were double skinned as the footwells from inside are fine. When I was looking to buy my Landy I saw quite a few that had rusted footwells (from inside) and looked into what was involved i.e. repair panels, which all seem to be single skin units.

My questions are, were they all double skinned from the factory, why aren't replacements double skinned and what should I do about it - i.e. have it patched etc.?

exactly, a cheap patch job to fool the buyer

Unfortunately I fell for this also, except mine was really obvious. Just clearly to excited about get a defender and missed the gapping holes in either footwell (covered my rubber mats) corn flake bulkhead, rear X member, mid X-member…… :oops:
 
Nope, my replacement bulkhead, never welded, had a second ribbed skin spotwelded inside. I cut them all out and fabricated heavy duty single skin footwells prior to galving.
The bulkhead was rust free except between the two skins there, loads of rust! So I did the above to future proof it..
Think it was s 300 TDI bulkhead, stripped it off a burnt out 90 at craddocks around 15 yrs ago.
Edit to clarify- this second skin was a stiffener, fitted by LR, not a patch but covered most of the footwell but not the sides.

Just to clarify the footwell - from inside - is solid. Actually looks like it was replaced at some point.

Maybe it’s just a remnant of the old panel?

I’ll have to get underneath with a torch for a better look.

So there is a ‘2nd layer’ of metal?!

Why aren’t there any replacement panels - as far as I can see anyway?
 
When I drilled out all the spotwelds on this second skin the footwell became very floppy, very thin steel.
Even though it wasn't rusted through I decided to cut them all away ,both sides, and make new thicker steel ones as per my post above. I used 3mm steel plate prior to the galv bath. The second skin, from memory, was used to reinforce the throttle pedal and master cylinder areas. Maybe the aftermarket wells are thicker to compensate.
