The ECM was faulty as per diagnosis, the new one was cloned/programmed and yes the plug by the solonoid was properly put and tested for current and it did pass still no startWhy was the ECM replaced? These things never fail in the life of the vehicle, unless damaged by faulty wiring.
What was done for the overhaul? Was everything put back together correctly, including the hidden plugs on the HP pump.

Having an incorrectly coded ECM will prevent it starting.
