Well, after 7,000 miles of warming up the heater should be working and the windows will have demisted

I find that between October and April, I use the heated screen on more journeys than I don't use it. As a Defender's 'heater' is hopeless, even when properly sorted. The heated screen and thermal undies are essential to Defender ownership (even if the thermals kill any passion between my better half and I for 6 months a year!)

I would ask how much a local wind screen fitters will fit it for as I only paid £30 but I've got to install the red bison wiring and box myself, but its very straight forward.

I fitted one to my 110 two years ago it is a benefit in the winter yes a real benefit, I also fitted at the same time heater elements in the mirrors also a worthwhile MOD.
I had a local windscreen supply company fit the screen with a new rubber (I let them use their rubber) the glass I stipulated I wanted only a Pilkington glass screen with two connections (some screens have three connections).
At first they said that the glass would be whatever was supplied to them from their head office and that it could be Pilkington's or any other manufacturer they have in stock. I did say that if it was not Pilkington glass I did not want it fitted and they agreed to try, as good as gold they were Pilkington glass fitted on an agreed day. I think the price was £180.00 supply and fit.
The wiring I did myself, I wanted it not to able to work when the alternator was not supplying sufficient power (battery Guard unit) and on a timer (timer unit) I have a rocker switch on the dash (not LR) it times out after 10 minutes and I can interrupt it at any time prior to it switching its self off.
The same switching arrangement for the mirrors.
I use the heated screen to demist as I have redirected the LR heater blower to the door windows. I am more that happy with the complete set up each is very effective.

Auto Windscreens in 2014 total cost was £193.88, screen= £132.52 + rubber= £29.05 = £161.57+vat = £193.88

So the £100 l was quoted to call out and fit a screen that l already have is expensive, or about right?

Possibly expensive. What guarantee are they offering not to break your screen? If they break it there's probably a bit of small print saying their guarantee only covers bits they supply etc etc etc. If you can remove the frame then fitment is quite easy.

In your P38? heating set to 26ºC to dry out the damp footwells from the leaking heater matrix?

I think that was the 1st thing I fixed when I got it
