Consider it a 'Power On Self-test'- you drive off and you can hear the fan for a minute or so, which tells you that yes, the fan is working
Ref the fan running all the time, they certainly pull an awful lot of current.
I have two 200tdi land rovers, both with electrIc fans and I run them to test them as almost never need them.
Main benefit of elec fan on a 200 is much better access to the engine, in fact so much room you can sit on top of the rad and have your feet on top of the axle case.
4 years the 200 90 was my everyday car and I never needed the elec fan for road use not once ever.
