when the engine is running at tick over the revs seem to fluctuate
Any ideas on what this could be

I guess it's a K series 1.8? Try giving the Idle Air Control Valve [ IACV] a clean. Pull off the hose that goes from the throttle body to the valve. Squirt a liberal amount of carby cleaner into the valve - put hose on and restart the motor. Others have used WD40 with success too.
