not always James - mine was fitted between the EGR pipe and the inlet pipe from the Intercooler.

it might have been and you can do but its best on manifold as it fixes and valve leaks as well
hence my reply - either will be Ok. - usually the EGR-Manifold bolts are seized and quite often shear
