personally I'd report that woman - even councils have "customer service" polcies these days - you got the right to get fair access to public information and just because the uppity bitch doent like your request is not sufficient reason for her to withhold information - just replace 4x4 user asking for ROW info with pensioner asking for meals on wheels info, and you've have a hell of a row brewing.
Just remember all governments whether they like it or not work for US. make a big enough stink and they'll back down.

thats what I thought, and I did tell her she was being irresponsible because if she witheld the info from me then i could end up driving where i shouldnt be and it would be her fault sort of thing, she looked out the office window and said "you cant go in that car" and pointed to someones vauxhall, i then agreed with her that no i couldnt but i was wanting to go in my disco anyway so no worries about that. She was a very uppity mare and i shall be reporting her when i go back into town later on in the week, as for the ROW officer I still havent been able to get hold of him but my name and number has been left.
